Senate Democrats’ 2012 legislative priorities: jobs, education and voter protection

The members of the Indiana Senate Democratic Caucus released their 2012 legislative agenda today, highlighting the pressing need to fuel job creation, strengthen early education and protect Indiana voters as their top priorities.  Below are a number of the key legislative initiatives Senate Democrats will carry in the upcoming session.

SB 41 Gary riverboat transfer receives committee attention

On Wednesday, the Indiana Senate Public Policy Committee heard testimony on Senate Bill 41, which would allow one of Gary’s riverboats to move inland within Gary city limits and keep one Gary riverboat casino docked on Lake Michigan.

State Senator Earline S. Rogers (D-Gary) says the measure would give Gary riverboat casino operations the competitive edge necessary to continue to promote economic development within the city of Gary and to serve the best interests of Indiana citizens. View Sen. Rogers’ committee presentation>>

The push to move one of Gary’s riverboat casinos inland has been active for several years. In 2009, a study by the legislative Gaming Study Committee found that a land-based casino in Gary could generate an additional wagering tax revenue for the state of about $11M. Sen. Rogers has supported a land-based casino in Gary for 20 years, first proposing the idea in 1989 in a bill that narrowly died in the House of Representatives that year.

School funding, absenteeism under review

Two education-related committees met last week – the Interim Study Committee on the School Funding Formula and the Interim Study Committee on Education.

The Committee on the School Funding Formula was formed in 2009 at the request of Senate Democrat Leader Vi Simpson. The two-year committee is reviewing the existing school funding formula and is expected to file a report with any recommendations on how the formula could be adapted to better meet the needs of Indiana’s schools and students by November 1, 2010. The primary charge for the Committee on Education is a study of the causes and effects of K-12 absenteeism and potential solutions. This committee is also expected to file a report with any recommendations by November 1.
